As a direct recipient of FTA grant assistance, CAT seeks to ensure nondiscrimination in the award and administration of DOT-assisted contracts Our Disadvantaged Business Enterprises (DBE) Program activities and efforts are designed to create a level playing field on which DBEs can compete fairly.

Every three years, CAT sets a DBE participation goal and this public meeting is being held to solicit public comments and input on that goal.
